One more alternative, with more convenience but also more dependencies, is using the openLilyLib package edition-engraver (https://github.com/openlilylib/edition-engraver) which lets you inject (line/page) breaks "externally". A wrapper around this which is specifically designed to address your questions is the openLilyLib package page-layout (https://github.com/openlilylib/page-layout) that lets you directly specify lists of breaks ("break sets"), even multiple sets for different purposes and choose a break set to apply at will.

This would require you to download four repositories and make them available by adding their common base directory to the LilyPond search path, which can easily be done in Frescobaldi (but also on the "pure" command line). So depending on your use case it may be overkill, but you may also consider it as a general "toolbox investment".
