It would be nice if such settings could be specified in the regular \repeat
commands, as can be done in MusicXML:
<measure number="2">
<barline location="left">
<ending number="1, 2, 3" type="start"/>
</barline>
<note>
<rest/>
<duration>4</duration>
<voice>1</voice>
</note>
<barline location="right">
<ending number="1, 2, 3" type="stop"/>
</barline>
</measure>
I dont have the skills to contribute to that, unfortunately.
