I'm not sure what the best solution would be...
I just put texi2dvi from texinfo git into scripts/build and
adjusted stepmake/stepmake/texinfo-rules.make
to use it. It works(tm) and is IMHO a cleaner approach
than patching texi2dvi. But sure, it has to be maintained,
like tex/texinfo.tex. Just to be curious, shat was the reason to bundle
texinfo.tex with
Lilypond and not rely on the version bundled with texinfo, which
is required to build the docs anyway?

Green color = reference version with texinfo.tex from out repo
Red color = version with texinfo.tex from aforementioned commit
This looks strange.  The red version is the newer one, right? What I
see is that the URLs are broken in the middle of lines, leaving huge
gaps to the right margin.  This looks extremely ugly.
Yes, red is new, green is reference.
From a quick glance onto my newest build with most recent texinfo,
the ugly url breaking has disappeared.
Well, it has improved, but it is still strange sometimes.
Didn't manage to do the comparisons yet.
Changes.pdf was empty, which I could track down:
