IMHO this should be skipped. Instead, right before the 2.20 release,
the newest `texinfo.tex` from texinfo's git master branch should be
used.

Since relocation is a central element of LilyPond in gub I think it
would be good to add this.

I think this is an improvement, so I think to pick this makes sense.
