Ok, problem solved thanks to the Debian maintainer:

The problem was the python package "merengue" (installed in /usr/local
with pip), which contains a file called plugins/TexModule.py
After running 'pip uninstall merengue' dblatex works fine again.
The following command helped to understand what was happening under the
hood:
strace -e open dblatex example.xml
