For individual developers, talk to them individually and find out
what they like.  We've used paypal in the past.

No there is *NOT* a kind of foundation for this.

This is one of the topics to discuss after 2.14 is out.  We have
approximately 150 hours' worth of serious policy discussions to
have; if we start these discussions now, then it would seriously
impact the 2.14 release process.
