Vertical stretching of markup across page???

I'm currently trying to design a nice title page (as a separate bookpart using 
vertical stretching). It consists of several \markup objects inside a 
bookpart. To force some spacing,  I've inserted several 
To allow vertical stretching, I'm using 
  \paper {
    markup-markup-spacing #'stretchability = 50
  }


Unfortunately, I can't make any sense of the automatic stretching. Attached is 
my current state (with \box wrapped around each markup to show all the objects 
and see where the spacing/stretching happens; I've also numbered each ).

In particular:

-) Each box is its own markup, so I would expect that all boxes (i.e. all 
fill-line and vspace commands) are spaced equally across the page.

-) Afer 2, 4 and 7 there is practically no space to the next markup. I thought 
this was because they are multi-lines, but then, after 12 there is some more 
space.

-) Between 5 and 6 I have a vspace of #2, while between 8 and 9 I have a 
vspace of #0.1. Still, the distance between 5 and 6 (i.e. end of 5, across the 
intermediate vspace markup to the top of 6) is exactly the same as between 8 
and 9!
