There are three relevant regression tests
page-breaking-markup-padding.ly and ..padding2.ly and ..padding3ly
that appeared with commit 58d1c2f39c091da0325d54b19476ee7532d8889f for
issue 830, so reviewing that patch will probably find the fix to this issue.
The page breaker does need an overhaul, and we probably would try to make
the final page-break decisions after the lines are broken and laid out,
making the estimate in question here less important. But the
page-turn-breaker, that looks for good rests on which to the end of the
last line on a page, seems to always need a way to estimate which line is
likely to end a page.
