Given that pure vertical skylines are possible now, it would be a more sound design strategy to create a pure vertical skyline for vertical axis groups based on the pure heights of their elements. After that, we can get rid of most of those pure skyline assembly functions in the axis group interface. This will also allow us to do away with the "pure-relevant" array.
