Neither the situation before, nor the situation after the revert is something I would want to explain in the user manual. And yes, the half rests appear a bit high without apparent reason. I'd lean towards shifting both half and full rests to the next line if any if line-positions is empty (namely lines are regular). Not decided about irregular line-positions and unpitched rests. Sigh.
At any rate, it does not look like timesignature shifts are definitely the best thing to do in any situation. 0 looks really attractive.
