The main thing is to check that any bootstrap related issues you find in 
libtool are not already fixed in upstream bootstrap.

If you like, you can queue your pull request directly from your clone of the 
bootstrap github repo to make sure it doesnt get lost on the libtool mailing 
list, but sending here is perfectly fine too.
