It would probably be fine to send even without rebasing.
Post the parent SHA or git describe, and ideally send with
format-patch, that makes it fairly easy to go from there.

The biggest part of the needed work on this topic is defining
exactly what impact sysroot is to have, and expressing that in
a number of test cases.  So that we can be sure that it works,
and tell bug reporters later to fix their setups if we don't
(or can't also) support them.  I see quite a bit of variation
in how sysroot setups are done, and Charles' explanation hints
at this issue, too.
