It's obvious why you want this, and why this is needed in many
situations.  There are some intricate exceptions, though.

As to how to realize it: it needs only a slight generalization of my
proposed per-deplib flags patch.

Also, the in-tree TODO file is hopelessly outdated.  Any chance you
could just add this to http://wiki.azazil.net/GnuLibtoolProject/RoadMap
for now?
