FYI: HEAD: bump libtool.m4 serial

The compile time regression fix introduced a new macro in libtool.m4,
using one from before that patch will break with the newer ltmain.sh.
So, I'm bumping the serial of libtool.m4 now to reflect this.
(I stumbled over this while trying to use it.)
