There is no 'file' command at all available in my MSYS installation.

If 'file' is available, it is likely safe to use it since it will be a 
port of a version commonly in use elsewhere.  If 'file' is available, 
then its output is likely similar to the normal file command in the 
host environment since it is likely to be a host tool rather than a 
target tool.
