Nice work! Untested, but looks fine from inspection. Please go ahead...
* libtoolize.m4sh (func_fixup_Makefile_inc): New function.
(main): Call it in nonrecursive mode to mangle Makefile.inc.
* tests/nonrecursive.at: adjusted to test this.
