tagtrace test: skip for older autoconf version

OK to apply?

To expose: bootstrap with Autoconf CVS, then put 2.59 only in your PATH,
then
  make check TESTS=tests/tagtrace.test VERBOSE=x TESTSUITE_FLAGS=-V

It works the other way round, by the way.
