I've installed your patch on HEAD. It's the only branch to have this problem, as it was introduced by Gary's "support parallel installations [libtool--release--2.0--patch-68]" patch (which is not entirely uncontroversial by itself).
One reason why Gary's patch is controversial is because it seems that he popped it into libtool (and even the 2.0 branch) without following the normal peer-acceptance procedure.
