I take it that changing the invocation in mkstamp to:

  exec sed -e 's,^M$,,
        s%.*\$''Revision: \(...yadda yadda yadda
    :end' ${1+"$@"}

won't do the trick?

Is this a bug in mingw cat? Make is likely to get quite confused by spurious ^M chars too isn't it?

Testing shows that if ChangeLog is converted to use Unix line terminations, then mkstamp works as expected.
