The ChangeLog should contain the answer, but it does not.  It seems
that whoever applied the patch did not update the ChangeLog correctly.

The most likely suspect is this entry in ChangeLog.2001:

  2001-06-26  Gary V. Vaughan  <address@hidden>

If necessary I can check my old emails to find out when the patch was
submitted.
