I've actually been aiming for (with my own patch) something like:

LT_TAG -- create a new tag by copying an old one
LT_TAG_SET -- set a tag value
LT_TAG_VALUE -- get a tag value

For a public interface, which has a few more safety checks than the
non-public one.
