[PATCH] Enable static linking with Intel ecc compiler

Hi there,

attached please find a patch that Monty Widenius from MySQL created to
enable static linking on Linux when using the Intel ecc compiler. While
compiling MySQL on Linux/ia64 with this compiler we noticed, that libtool
ignored the flags to create a static binary. The attached patch fixed this
problem. Please apply!
