With such a macro you could modify _LT_AC_TAGCONFIG to *not*
expand the unwanted AC_LIBTOOL_LANG_*_CONFIG macros at
autoconf-time. That means not only you won't run tests for
unused language, but also you won't embed these unused tests in
the package's configure. (As a user I don't understand why my
./configure should grow each time libtool support a new language
I don't use.)
