Absolutely. I'm not sure I have enough free time to be a core developer of such
a project, but it's certainly on my list.
I started some notes at:

This is a wiki open for everyone. But the only thing I did is some ideas and
choosing a name for the project (which I always do early because I open so many
and having no names causes mess).
If you want to start working on such a thing, whether by reusing an existing
system or by writing from scratch - please send an update. I'll be interested
to participate :-)
