I am not sure if that's the best approach.

Perhaps in the short term, no, but definitely in the long term, yes.

That makes necessary that every possible hacker has Autotools
installed. For the previous configuration, make and gcc were
   enough.

Yes.

I am pretty sure that most hackers won't need to regenerate their
   libredwg build system every week.

I agree, mostly, although i suspect most hackers already have those
tools installed so it doesn't matter much one way or the other.

In any case, it would be good to support (in the short term) hackers
that are not yet up to speed. Towards that end, i've pushed v1.1
contributions (see <http://www.gnuvola.org/wip/>), which adds a program
to create/publish pre-regenerated tarballs, in the old style.

The tarballs lack notably the .git/ subdirectory as an inducement, kind
of like: "If you want FULL access, install the auto tools! (hint hint)".
Normally i do not like this kind of coercion, but the intent is one of
"tough love". Anyway, an example of the result is at:

http://www.gnuvola.org/wip/libredwg.snap/

Perhaps others (who do have the auto tools installed) can use this to
create other snapshots as well. (Don't forget to publicize it somehow!)
In this way those who have can help those who have not.

Over time, i hope the need for the snapshots will lessen as more hackers
perceive the installation of the auto tools to be a matter of course.
