[Libcdio-devel] RFC on two CD-TEXT patches by Serge Pouliquen

Serge Pouliquen encountered two CD-TEXT problems that he submitted patches.

The first has to do with showing CDTEXT_LANGUAGE_UNKNOWN when no language

The second has to do with what to do when CDTEXT can't be converted to
utf-8. See:

I'd like feedback on Serge's patches. (I've already requested a test case
be worked up.)

Lack of feedback will be taken as tacit approval.
