[Koha-devel] Question about 'borrow' flag in /member-flags.pl

I was assuming that setting 'borrow' flag in /member-flags.pl will allow the
user to borrow books against his/her account. With the 'catalogue' flag set
as well, koha wouldn't let me in anywhere except the catalogue page. Am I
missing something or is it a bug?

PS. To be able to borrow I had to set the 'circulate' flag, which is not
ideal.
