W3C recommendations require that form tags have at least the action attribute.
Several forms now in the templates lack one or both. I'm assuming that the
developer in these cases is assuming that the form will submit to itself with
the default 'get' method, but browser behavior is not predictable when the
action attribute is missing.
Should I assume that whenever the action attribute is missing the form is
supposed to submit to itself?
