As a start, try adding this to /etc/jailkit/jk_init.ini
comment = the subversion program
executables = /usr/bin/svn
includesections = netbasics
Then you should be able to run your jk_init command with the svn option.
(I just googled for 'jailkit svn' by the way, this was top of the list).

have you looked at the format of jk_init.ini and the man page? (also at http://olivier.sessink.nl/jailkit/jk_init.8.html )
it should be fairly straightforward to add subversion to the configfile. Have a look at the cvs section, you can use it as example.
