are you sure the executable is in /usr/lib ?

your jk_lsh.ini has:

[CSUSER]
paths= /usr/lib/
executables= /usr/lib/rsync,rsync
allow_word_expansion = 0
umask = 002

on my system for example, rsync is in /usr/bin, so then it should be:

[CSUSER]
paths= /usr/bin/
executables= /usr/bin/rsync,rsync
allow_word_expansion = 0
umask = 002
