the jail directory has to be owned by root (if not this is a serious
security issue, if the jail directory can be written by regular users
there is a possible local root exploit), and the home directory has to
owned by the user. These requirements have to be met.
If this doesn't help, you could make a symlink "root -> /" in the users
home directory, perhaps that can solve a problem?
