Looks to me like you need to test nntp-ssl-program:
nntp-ssl-program is a variable defined in `nntp.el'.
Its value is
"openssl s_client -quiet -ssl3 -connect %s:%p"
Try it with your server and port (%s and %p) from the command line and
see what happens.
