It seems that the one (refcard.tex) you are compiling is the reference
card for emacs, instead of gnus. You can use tex to compile it
directly, as you can see belows

$ tex refacrd.tex
This is TeX, Version 3.14159 (Web2C 7.4.5)
(./refcard.tex [1 column per page] [1] [2] [3] [4] [5] [6] )
Output written on refcard.dvi (6 pages, 15592 bytes).
Transcript written on refcard.log.

For the gnus refcard, you should search somewhere else, like 
/usr/share/emacs/21.2/lisp/gnus. PS, I don't have the higher version
of Gnus installed, so I can't find that file myself.
