Radius 0.96.3 released

GNU Radius 0.96.3 has been released. This is a maintenance release
introducing several new features. Most noticeable changes are:

 * Previous versions of the daemon did not preserve Proxy-State
   attributes in accounting replies. This bug is fixed.
 * Support for ascend-specific filters (binary attributes
   Ascend-Call-Filter and Ascend-Data-Filter).
 * Incoming requests containing CHAP-Password attribute automatically
   toggle plaintext authentication mode.

The release is available at ftp.gnu.org/gnu/radius/, and at GNU ftp mirror
sites worldwide (see www.gnu.org/order/ftp.html for a list of mirrors).
