cvs commit: Examining .

I haven't used CVS for some time. But I am not new to SCM tools.
What I did is (in CVS Linux server):
1. Use "adminuser", I added a new directory called projects/project2 to cvs,
without run "cvs commit"
2. Use "root", I ran a "cvs update -d" to see that new project2, and added a
new file called readme.txt under project2,
Now I can't commit or update anything from both users. Below is the error
message:
address@hidden projects]$ cvs commit
cvs commit: Examining .
cvs commit: Examining project1
cvs commit: Examining project2
address@hidden projects]$ pwd
/home/adminuser/projects
address@hidden projects]$ cvs update
cvs update: Updating .
cvs update: Updating project1
cvs update: Updating project2
address@hidden project2]# cvs commit
cvs commit: Examining .
address@hidden project2]#
How can I resolve this? And why I can add a new file under a un-committed new
directory?
