That says that both root and craig should run as the system user "cvs",
which is the system user that doesn't exist.

Just get rid of the CVSROOT/passwd file or remove all the entries from
it, and make sure that you haven't specified SystemAuth=no in the
CVSROOT/config file. But please read the section of the manual on
pserver security considerations if you haven't already:
