Such an update between vanilla versions of CVS 1.11.2 and 1.11.21 should
be no problem at all. I do not know anything about 1.11.21-wd, so I can
not advise you there.

The format of the ,v files is identical for all cvs 1.11.x revisions. If
you do a 'cvs init' on your repository, any 'missing' administrative
files will be added to your repository's CVSROOT directory.
