(a) You didn't test to make sure your repository was working with local
access before trying to debug pserver.
(b) You didn't indicate what version of CVS you're running.
(c) You didn't indicate what sort of server you're using, or how you
chose to run CVS (inetd, xinetd, etc.)
I'd also suggest looking at the logs on the server.
