CVS is the *Concurrent* Versions System.  If you don't want concurrent
versions (i.e ., you want reserved checkouts), you're using the wrong
tool.

I agree.  In my opinion, VSS is legacy functionality (funny, that it was created AFTER CVS).  To not allow concurrent work on your files is really neutering your development efforts.

I have to admin that when I first started using CVS, I was scared of the whole concurrent part of CVS.  After a little time experimenting with the merge process I realized that file locking was a BAD IDEA.

I suggest you try it out and learn why CVS is so much better.  I am betting you will come to hate reserved checkouts and wonder why you ever wanted it in the first place.

For whatever it's worth,
Aaron
