OK - I only read the syntax line:
cvs edit [-lR] [-a action]... [files]...
No mention of a "-c" option, but you are correct - it is mentioned in
the text.
By a fluke my guess was correct though - he was using WinCVS+CVSNT
client and CVSNT server.
