GNU and the GPL are two different things. Everyone can release his
project under GPL, but this does not automatically make it a GNU
project:
http://www.gnu.org/licenses/gpl-faq.html#DoesUsingTheGPLForAProgramMakeItGNUSoftware
Interestingly, according to http://www.gnu.org/licenses/licenses.html
and
http://www.gnu.org/licenses/gpl-faq.html#DoesAllGNUSoftwareUseTheGNUGPLAsItsLicense,
even GNU does not always use the GPL for its projects.
You might want to read http://www.gnu.org/.
HTH,
Spiro.
