I was using CVS in local machine fine; running on top of Fedore Core 4.
my cvs version is 1.11.20 and after updating my system, I started
getting this error:

cvs [login aborted]: unrecognized auth response from localhost: cvs
pserver: cannot open /var/cvs/CVSROOT/config: Permission denied
I checked the permission and they looked OK, I'm not using NFS.

Here is the list of files from CVSROOT:

The permissions look okay. You probably want to add the -t switch

cvs -t -d :pserver:localhost:/var/cvs login

to see if you can glean any more information about what is failing.
It could be some kind of bad argument to your xinetd.conf configuration
What do you have in /etc/xinetd.d/cvspserver ?
Does it look something like this?

------- cut here for sample /etc/xinetd.d/cvspserver -------
# default: on
# description: The CVS pserver is one of the most \
# insecure of protocols. It is not recommended \
# that you even consider using this on a network \
# where any potentially malicious users or viruses \
# might be able to attack it. Please consider \
# moving to use the :ext: method with CVS_RSH=ssh \
# in user environments as an alternative.

service cvspserver
{
  port        = 2401
  socket_type = stream
  protocol    = tcp
  wait        = no
  user        = root
  passenv     = PATH
  server      = /usr/bin/cvs
  server_args = -f --allow-root=/var/cvs pserver
}
------- cut here for sample /etc/xinetd.d/cvspserver -------

        Good luck,

I really don't know what can be the cause? I changed my cvspserver file to yours.

Here are my entries in services file ...
cvspserver 2401/tcp # CVS client/server operations cvspserver 2401/udp # CVS client/server operations

cvs version 1.11.20
kernel version 2.6.11-1.1240_FC4
