No, CVS always uses deltas in the repository.  -m specifies how update
merges changes: MERGE causes it to try to merge automatically as usual,
COPY causes it to refuse to merge (like it does for binary files) but
instead provide the user with both versions of the file and let the user
worry about sorting it out.
