Yes, there was a locking bug in CVS versions prior to 1.11.1 that could
cause data loss during a tag or rtag operation.  Once discovered, an
emergency fix was made in 1.11.1 that prevented the data loss at the
cost of locking all of the affected directories for the entire duration
of the tag operation.  A subsequent fix was made in 1.11.3 to go back to
locking just one directory at a time, so upgrading to something
resembling a current release of CVS (the current stable release is
1.11.13) should eliminate the lock contention problem you're seeing.
