Anonymous is _anonymous_, isn't it?
Is this for anonymous _public_ access???
Or are there separate groups of people who can be trusted not to
compromise each other, but who are collectively within each group to be
treated as one? In that case you'd want shared group accounts, one for
each repository.
Even if you give each group SSH account a separate password how can you
be sure someone from one group won't reveal their password to someone
from another group?
