Actually, if you have imported a file, the correct version should be
1.1.1.x version of the file on the vendor import branch.

Why is this a requirement? Version numbers are for cvs internal use. NOT
really for public consumption.

If you commit a change to version 1.1.1.x, then version 1.2 will
appear and anyone doing an update will then get that version.
