OSSP shiela (http://www.ossp.org/pkg/tool/shiela/) can produce summary
mails with and without diffs. The output you get is something like this
(depends on which parts you let OSSP shiela includ in your produced
report):

In your case you perhaps just want the header, the log and the summary
parts from above.
