It wouldn't let you use the same tag on two branches without over-writting
the first one, so you would end up with just the last one, in your case b2.

I have two branches (b1 and b2) under same module.   I tagged the b1 with A,
and later tagged b2 with A as well.   If I check out by A later, what set of
files will be retrieved?
