CVSIGNORE on WinCVS

I am using WinCVS. Setting the CVSIGNORE environment variable, either for user or system, does not seem to work. Does anyone know what will work. I would prefer to avoid changing CVSROOT/.cvsignore if possible, as that tends to change things for everyone on all projects.
