I don't know what "cvs accounts" are (only multi-user operating systems
have proper "accounts" to represent the identities of human and virtual
users, and applications like CVS simply adhere to the user
authentication and authorisation capabilities of the operating
environments they run in) but almost certainly the answer to your
question is a resounding "No!"
